Re:         Proposals for Revised Governance Structure and Funding Model
 
On behalf of the Board of Governors, I attach two landmark proposals that will be considered at a Special Meeting of Members on May 1, 2010.
 
The first outlines a revised Governance Structure for the OPC, which adopts a more effective, business-like model shared by many successful not-for-profit organizations. You will note that details concerning increased direct representation of the League with Squadrons are still being worked out by our Area Vice-Chairs.
 
The second proposal presents a new Funding Model for the OPC – with optional levels of commitment that must be determined by the membership. This Model will allow both the provincial and national levels of the League to be more effective in their support of Sponsoring Committees and to live up to their obligations in the Memorandum of Understanding with the Department of National Defence, our partner in the Air Cadet Program.
 
Throughout the month of March and early April, there will be a series of Town Hall meetings around the Province, at which senior Officers of the OPC will present these proposals fully and discuss them with SSC members, Commanding Officers, and representatives of Sponsors and Parent groups.  Dates, times and places for these meetings will be published shortly. Thirty days prior to the May 1 Special General Meeting, the proposals – adjusted, if necessary, after the series of local meetings and supported by a new Bylaw and other necessary documentation – will be recirculated with the Notice of Meeting.
 
You are encouraged to review these proposals and attend the Town Hall meetings. Both the dynamics and realities of offering the Air Cadet Program have evolved considerably over the past 20 years, and the provincial and national levels of the League require these changes to ensure the vitality and viability of what has become the finest youth movement in Canada. Similar changes have been implemented by the British Columbia Provincial Committee and are being currently planned by the Quebec & Ottawa Valley Provincial Committee.
